Town of Gillam – Roads, Drainage, Water, and Sewer Renewal

JRCC provided engineering design and construction administration services for a $52.8 million infrastructure renewal program in the Town of Gillam, Manitoba. Completed over seven construction seasons, the project included roadway, drainage, water, and sewer improvements throughout the community, including approximately 20 km of roadway and drainage renewals across all 35 streets in town.
Working in a remote northern environment, the project required innovative solutions to address permafrost, high groundwater levels, challenging subgrade conditions, and a limited construction season. Renewal methods were tailored to individual site conditions and included roadway reconstruction, drainage upgrades, and water and sewer improvements designed to withstand northern climate conditions.
The completed project has improved the reliability, safety, and long-term performance of Gillam’s municipal infrastructure while supporting future residential, commercial, and industrial growth.
