City of Selkirk, Eveline Street Reconstruction

As part of the City of Selkirk’s Downtown Renewal Strategy, JRCC provided engineering design and construction administration services for the reconstruction of Eveline Street between Eaton Avenue and Queen Avenue. The project transformed a key downtown corridor through the renewal of underground infrastructure, roadway reconstruction, drainage upgrades, and the addition of accessible active transportation facilities.

The design focused on improving safety, accessibility, and climate resilience while enhancing the character of the downtown area. Features included barrier-free business access, active transportation facilities, decorative lighting, streetscaping, and innovative stormwater management systems that support urban tree growth and reduce runoff to the drainage network. The project also incorporated Selkirk’s first traffic circle and improved connections to the waterfront, downtown businesses, and recreational areas. The design supported the City’s award-winning Climate Change Adaptation Program, recipient of the Tereo Award for leadership and innovation in asset management.

Completed in 2022, the project has revitalized one of Selkirk’s most prominent downtown streets, creating a safer, more accessible, and welcoming public space while supporting future economic growth and community development. In recognition of its innovative and community-focused design, the project received an Award of Merit from the Association of Consulting Engineering Companies Manitoba.
