Town of Gillam Municipal Roadway Renewal

The Town of Gillam retained JRCC to provide engineering services for the assessment, design, and construction of a road and drainage renewal project. The project is being completed over seven years and includes approximately 20 km of roads and land drainage improvements over 35 streets. The roadway conditions in Gillam vary greatly, requiring different renewal techniques, depending on the individual road. Renewal options included applying an asphalt overlay, completing full depth milling of the existing asphalt and replacing it with new asphalt, or completing a full reconstruction.

JRCC completed a visual inspection and a topographical GPS survey of the roads and drainage systems. To assess the existing road structure, Trek Geotechnical Inc. completed a geotechnical investigation that consisted of 200 test holes. Based on the information gathered, several roadway renewal techniques were determined.

JRCC also reviewed the Town’s drainage system and provided land drainage sewer design including re-sizing of existing culverts and ditch re-design.

Construction works, scheduled to be completed on a 5-year plan, began in 2017. The construction works for 2017 were tendered separately, while the works for 2018, 2019, and 2020 were issued under a single tender. The design of roads works slated for construction years 2022, 2023 and 2024 were also completed under this project.

In 2019, JRCC was retained by the Town to complete the design and construction administration for an additional 3 km of road with associated open and closed drainage features, as well as various parking lots. Construction of the roadway renewals and parking lots continued in 2023 and 2024. Works were coordinated with the water and sewer renewals taking place at the same time so that roadways were renewed the year following the water and sewer works.
