Phase I Environmental Site Assessment
FRCN required a Phase I ESA to determine the environmental condition of the Reserve lands prior to transferring administration under the Framework Agreement on First Nations Land Management.
JRCC completed a Phase I ESA on the entire 6,319 ha of the Reserve, consisting of IR 44 and IR 44A. IR 44 contains the majority of the FRCN on-Reserve population, as well as all of the commercial businesses, community services, facilities, waste disposal, and water and sewer infrastructure. IR 44A mainly consists of unused agricultural and native lands with minimal residential development and no community services.
JRCC completed a review of records and historical aerial photographs and conducted personal interviews and a site investigation of the Reserve lands to determine if there were any significant environmental concerns. A Phase II ESA was recommended for two sites to determine if remediation is required. There was no evidence of any serious environmental concern that would limit development.
